MAYOR'S CHIEF OF STAFF TO LEAVE CITY: Dave Grenell, chief of staff to Richmond Mayor Gayle McLaughlin, plans to leave the city at the end of the year to study government policy abroad.

Grenell, 34, will spend about eight months in nine European countries through the Marshall Memorial Fellowship, a 26-year-old program that encourages participants to work together on international and domestic policy challenges.

Some of the best ideas, particularly in environmental and social issues, have originated outside the United States, spurring Grenell's interest to apply for the fellowship, he said. Ireland, for example, banned plastic bags years before San Francisco became the first city to prohibit it in this country.

"I think government needs to be about pursuing the best ideas available to solve problems," Grenell said.

I forgot what the question was," the inspector said.

"I think the question was, 'You didn't find any clues?' " Du Bois said.

"That's correct, yes," Moschetti said.

3:18 p.m. A court holiday alert: there will be no trial on Tuesday, Feb. 12 because of Lincoln's Birthday. Court will also be dark on Monday, Feb. 18 because of Washington's Birthday.

2:10 p.m. Alameda County district attorney's Inspector Frank Moschetti is on the stand. Moschetti has been an inspector for 12 years and before that spent 23.5 years with the Oakland Police Department in a variety of roles, including stints in narcotics and as a helicopter pilot. Inspectors are the investigative arm of the DA's office, Moschetti explained. Most inspectors are assigned to two prosecutors in the office, but Moschetti is not assigned to Hora.

Migrating to Flatter, All-IP Wireless Networks

To address consumer demands for better voice and data communications and more advanced services, wireless technology standards have evolved over the last decade from 1G systems to the currently deployed 3G systems. Despite the growth of carrier networks and the evolution of standards, voice and data communications have not evolved in synch. Carriers have historically added data communications as an afterthought to voice network architectures originally conceived in the circuit-switched era, resulting in complex hierarchical networks that support both voice and data.

This type of architecture is expensive, leading to high operating and capital expenditures for service providers and significantly lowering margins in a highly competitive industry. In addition, networks employing cobbled-together voice and data communications systems simply do not have the capacity to provide the rich multimedia services and omnipresent Internet access that todays wireless customers demand.

Minuteman's high-tech border barrier called 'a cow fence'

Almost two years later, the reality is a five-strand barbed-wire barrier that ranchers dismiss as a mere cattle fence.

The fence to help stop illegal immigration was the dream of Chris Simcox, the founder and president of the Minuteman Defense Corps.

The group has chapters throughout the country, with Minuteman members from as far away as New Hampshire making the trip down to Arizona to participate in citizens' border patrols. They are doing a job Simcox says the federal government is not doing well enough.

Simcox, who participated in border patrols as recently as October, has said, "If elected officials will not lead, then it's up to the citizens."

Volunteers say they heeded Simcox's call because they believe illegal immigration is a grave threat to the security of the United States.
