HOUSING REVIEW MUST LOOK AT SOUTHAMPTON SAYS WHITEHEAD

Dr Alan Whitehead, Member of Parliament for Southampton Test, has welcomed the government's announcement that it is to commission an independent review into the private rented housing sector. The announcement comes on the back of Dr Whitehead raising in Parliament the case of how the increase in private rented Houses in Multiple Occupation (HMO) is affecting the supply of affordable family housing in Southampton.

The government's review of the private rented sector will look at:
• How the increasing number of buy to let properties has impacted on the private rented sector;
• The quality of private rented homes; and
• Who the users of the private rented sector are.

Last year Dr Whitehead introduced a 10-minute rule Bill into Parliament calling for local communities to be given a say when a landlord wants to convert a family home into an HMO housing 5 or more people. Since then he has been holding regular meetings with ministers where he has raised the need for a review into the changing nature of the private rented housing sector.

Dam's backers appeal to public

Call it a "what-if?" campaign.

Shaken by the pessimistic estimates in a federal study on the Black Rock reservoir, backers of the huge dam east of Yakima are taking the offensive in asking the public to consider what happens if the dam isn't built.

Backers also are urging them to respond by commenting on the report before a March 31 deadline.

The comments will be considered when a final environmental report and final recommendations are issued to Congress.

The specter of climate change and more frequent droughts will threaten the local economy, according to the Yakima Basin Storage Alliance, the grass-roots group that supports the 1.6 million acre-foot reservoir as the solution to agriculture, fish and municipal water needs.

Sid Morrison, a former congressman and alliance chairman, said the bureau study -- a draft environmental impact statement -- failed to consider all of the benefits the dam in the Black Rock Valley would provide.

Evidence tying Cutts to scene is minimal

Three semen stains on Jessie M. Davis bedroom floor. Thats the only DNA evidence county prosecutors have linking Bobby L. Cutts Jr. to the home of the pregnant woman hes accused of killing.

Testimony in Cutts aggravated murder trial entered the complicated and technical field of crime scene investigation and DNA analysis on Thursday.

Stark County prosecutors are trying to prove that Cutts, a former Canton police officer, strangled Davis on June 14 because she was carrying his child and he couldnt afford to pay more child support.

He and Davis, 26, already had a 2-year-old son together. And according to DNA testing, he was likely the father of her unborn child 13.1 million times more likely than any random male, according to testimony.

Cutts has pleaded not guilty.

Notes: Fox finds home with Pettys after years at Yates

FONTANA, Calif. -- Thursday's opening day of the final session of Sprint Cup Preseason Thunder, at California Speedway, marked the completion of the first week that Bobby Labonte's new car chief, Raymond Fox, had spent working for Petty Enterprises on its No. 43 Dodge.

Twenty years and an even greater family legacy with Robert Yates Racing didn't keep Fox, the grandson of NASCAR legend Ray Fox, from realizing the future at Yates Racing wasn't for him.

SYRIA AND SYRIAN-CONTROLLED LEBANON

The book blamed Hafez al-Asad, then minister of defense, for the military defeat at the hands of Israeli forces in June 1967. After Brayez's sentence expired in August 1985, his family lost contact with him and his whereabouts were unknown for several years. In November 1991, Middle East Watch received reports that he was being held in the general wing of al-Mezze prison in Damascus.

New political prisoners in 1991 include four members of the Workers Revolutionary Party and twenty-nine from the Arab Socialist Union Party (ASU). They were arrested even though the parties themselves are legal, apparently because they had distributed leaflets criticizing the Baath Party's monopoly of power. Among the ASU members arrested were Ahmed al-Khatib, a lawyer; his son, Tha'ir; and Najib al-Derdem, also a jurist.
